A859 Marybank Extension (40mph Speed Limit) Order 2021

Overview

We asked if the public were in acceptance of a proposal to make the (A859 Marybank Extension) (40mph Speed Limit) Order 2021.

Representations have been received from local residents and Councillors expressing concerns regarding traffic speeds and the safety of pedestrians on the southern section of Marybank on the A859.

The area has a number of community bases which attract both vehicular and pedestrian traffic. These community bases include the Castle Grounds, River Creed (attracting anglers and leisure walkers), Arnish Fabrication Yard, Stornoway Grid Sub-Station, Macaulay College, Lochside Arena; the proposed Deep Water Port at Arnish will also contribute to the volume of vehicular and pedestrian traffic in the area.

The existing 40mph speed limit ends at Breedon's Quarry and the national speed limit applies south of this point.

In April 2019 a Temporary 40mph Speed Limit Order was introduced until August 2020 on a section of this road. This was due to construction works at the Stornoway Grid Sub-Station adjacent to the junction with the Arnish Road. This temporary limit covered a distance of 370m.

Following a Speed Limit assessment and discussion with the local Police, it is proposed that a permanent 40mph speed limit be introduced, extending the existing 40mph speed by 1.5km to a point south of the access to the Lochside Arena.

The aim of this Order is to increase safety for pedestrians and road users in this area.

Why We Are Consulting

Any person wishing to object to the proposed Order should send details in writing to Traffic-Orders@cne-siar.gov.uk or in hard copy to the Chief Executive, Comhairle nan Eilean Siar, Council Offices, Sandwick Road, Stornoway, HS1 2BW to be received no later than 4pm, Monday 10th January 2022.

Objections should state the full name and address of the objector, the Order to which they relate and the grounds on which they are made.

What Happens Next

If the proposal is progressed following consultation this will be made into a Traffic Regulation Order, advertised and the road signage changed to suit.
