    Comhairle nan Eilean Siar as Harbour Authority for 32 Harbours throughout the Western Isles is empowered to levy dues under Section 26 (2) of the Harbours Act 1964 and Sections 25 -33 of the Harbours, Docks and Piers Clauses Act 1847.
