The Integrated Children Services Plan 2020-2023 (ICSP) has been released this week. It has been produced by the Outer Hebrides Children and Young People's Planning Partnership (CYPPP) on behalf of the CPP. It sets out a joint vision, shared priorities and the common outcomes we strive to achieve for children, young people and families in the Western Isles. It is a demonstration by all agencies, professions and staff of a commitment to achieving the best possible outcomes for them.
Malcolm Burr, Chief Executive, Comhairle nan Eilean Siar and Gordon Jamieson, Chief Executive, NHS Western isles jointly stated:
"We accept the challenge of redesigning how we care for, nurture and develop those most vulnerable young people in our communities. The legacy must be that, not only are young people cared for but they are empowered, not only consulted with but they fully participate in formulating the strategic direction of services which are there for their benefit; in other words an approach which reflects the reality of children's rights, and built on embedded principles of Getting It Right for Every Child.
As leaders of our organisations, we encourage and challenge our colleagues, our third sector partners and our communities to rise to the challenge to allow us all across the Western Isles to work and learn together to support and nurture our most vulnerable children to the best of our abilities."
Cllr Paul Steele, Chair of the ES&CS Committee and Chair of the CYPPP, welcomed the Outer Hebrides Integrated Children's Service Plan.
"A number of times in the Promise report of the Independent Care Review it notes that children and young people should feel that 'we grow up loved, safe, and respected so that we realise our full potential'. That is exactly what the Comhairle is striving to achieve along with its partners in the Outer Hebrides Children and Young Peoples Planning Partnership. This commitment has increased in importance as we emerge from the Covid 19 pandemic. We promise to rise to the challenge."
