Re-adoption of Existing Supplementary Guidances (LDP)

We Asked

As Comhairle nan Eilean Siar sought to adopt a new Local Development Plan (LDP) (a land use plan for the future development of the islands) it is also sought to re-adopt a number of existing Supplementary Guidance documents that form part of the Development Plan (Supplementary Guidance cover topics identified in the LDP in more detail).

Supplementary Guidance provides more detailed policy that would be found within the Local Development Plan. It may set out technical or complex detail in policy and sometimes in a spatial framework and associated mapping.

The Comhairle in its LDP has committed to preparing new or revised Supplementary Guidance for a number of topic areas. The Supplementary Guidances that were consulted on were for:

  • Caravans and Temporary Buildings;
  • Conservation Area Management Plans;
  • Wind Energy Development
  • Marine Fish Farming

You Said

Around a dozen individuals, key agencies and business submitted multiple comments across the four Guidance topics. These comments were assessed and were relevant and appropriate, informed the finalised Supplementary Guidance which were then notified for Adoption.

Overview

As Comhairle nan Eilean Siar seeks to adopt a new Local Development Plan (LDP) (a land use plan for the future development of the islands) it is also seeking to re-adopt a number of existing Supplementary Guidance documents that form part of the Development Plan (Supplementary Guidance cover topics identified in the LDP in more detail).

Why We Are Consulting

The Comhairle is undertaking a short consultation on existing Supplementary Guidance - updated only with policy references from the new Local Development Plan  so that it can, in the short term, re-adopted them and avoid there being no policy coverage in these important areas for development in the Outer Hebrides. These are:

- Conservation Area Management Plans

- Caravans and Temporary Buildings

- Marine Fish Farming

- Wind Energy Developments

This will be followed by a more comprehensive review of some the Guidances in the near future, for which we will undertake a more extended consultation. Other than making the correct references in the Supplementary Guidances to the policies in the new LDP no other changes to these Guidances have been made at this time.

What Happens Next

We are now asking for your views on the Supplementary Guidance. Comments received of a more substantive nature may be carried forward to the more comprehensive review of the Guidances to be undertaken in due course. This does not preclude individuals or organisation making further comments when the more extensive consultations are undertaken at a later date. The comment form contains a box to indicate if you are happy for your comments to be carried forward to the more extensive review of these Supplementary Guidances.
